Create website inside ARR Server

Hello, I need to create a website inside an ARR Server, when I try to access it, generates the error:
HTTP Error 400.0 - Bad Request
The request cannot be routed because it has reached the Max-Forwards limit.
The server may be self-referencing itself in request routing topology.

I have created a server farm, and I added its ARR Server inside this farm.
I have two ARR Servers, and I need to achieve failover between them. So I am testing Route 53 from Amazon.
For this failover work, is needed to create two websites to use health check from Route 53.
But I came across the problem can not access a website hosted on the ARR server itself.

Have any way to get access to a site in IIS server where you installed the ARR?
