ARR2.5 502.3 (No mapping for the Unicode character exists in the target multi-byte code page)

MS-ARR2.5 with "enable disk cache" and "include query string" consistently produces http error 502.3 when query string includes "%99" without the quotes. A response from Microsoft would be appreciated.
